When Louis Gigante campaigned for New York City Council in 1973 while still a student at Harvard, Schoen first assisted him as a freelance political expert. He established the political consulting business, Penn, he & Berland in 1977 alongside political operative Mark Penn.
Michael Berland started working there in 1987. Politicians Jay Rockefeller, Richard Shelby, and Evan Bayh were among those on whose political campaigns Schoen worked.
